This new Manual of Best Management Practices (BMPs) for Increasing Local Minority and Low-Income Employment in Transit Construction Projects was funded by FTA. It presents 14 BMPs in contracting, outreach, financing, compliance and agency leadership for transit agencies. It includes examples and supporting material based on recent case studies and surveys. The research was conducted by USC Price School faculty, including Profs. G. Giuliano, METRANS, D. Bahl, Center for Economic Development, and H. Blanco, Center for Sustainable Cities.

The Manual you download below (see Link) is based on our study of minority and low income job opportunities in recent light rail projects. We would like to find out how it responds to the experiences of diversity officers.
